Special Needs and Disabilities Resources

The Special Needs and Disabilities Committee of Three Harbors Council aims to provide everyone with the tools and resources to help our Scouts grow. Whether they have a disability or not, we want all Scouts to feel included with their packs and troops. Through training and communication, we will guide leaders and parents to help their Scouts succeed.

Scouting America PDF Articles and Link

Scouting America provides numerous articles and training for working with Scouts with special needs.

Advancement Links

Advancement can vary slightly when working with Scouts with special needs. Alternatives can be requested, based on a Scout's capabilities but must still challenge the Scout for growth. For each alternative requested, an ISAP must be completed with the Scout, parent/guardian, and Scoutmaster all in agreement. Any eagle rank alternatives must be submitted to the council advancement committee for approval.

Access Abilities Wisconsin

This group has all terrain wheels chairs and hosts many outdoor events for the public. They are supported through numerous outdoor associations, including the Wisconsin DNR, and believes in equitable access to nature for everyone.
